Why doesn’t college have penalties and sanctions against the use of horse collar tackles?

I think I saw OU use it against Texas Tech and I think I saw Alabama get away with it against Florida. No flags were thrown but the potential for those players to get hurt was certainly there. It also looks like college players can get away with helmet to helmet hits. Is that true?

They do its a 15 yard penalty just like the NFL. Alabama got penalized against Florida in the SEC Championship game on Florida’s running back. And I saw the one in the OU game, the refs just completely missed that call.
